Can be used wet or dry, allowing drawing and painting with complete control.
They have a subtle colour effect, used dry they have a lovely soft texture that make them easy to layer and blend. Mixed with water, typically applied with a brush, create interesting colour flows and washes.
Watercolour pencils are not permanent, so once the colour is dry you can re-wet it and move it about again.
